At the beginning of the 1960s, the former Czechoslovak State Railways (CSD) needed new, powerful freight train electric locomotives for the 3 kV direct current system in the north and east of the country. Experience with the E 499.0 and E 499.1 series machines - originally developed as universal locomotives - showed that they could be better used in passenger train service.
As a result, the E 499.157 locomotive was modified for use in freight train service during production and designated E 469.001. This locomotive had the same power, but was equipped by the manufacturer with a modified wheelset gear. In addition, the service weight was increased to 88 tonnes by adding a ballast weight. The series machines had a modified locomotive body. In contrast to the E 499.0 with six circular windows per side section, the E 499.1 and E 469.1 series locomotives had four square windows. With a continuous output of 2,032 kW, they reached a top speed of 90 km/h. A total of 85 locomotives were delivered by Skoda to the Czechoslovak State Railways.
The locomotives were mainly used to pull freight trains on main lines with a low gradient. Their preferred area of use was coal trains on the lines from the northern Bohemian lignite basin to the east, but they were also used in Slovakia from the 1960s to the 1990s. As they were derived from the E 499.1 series, the machines had electric train heating and could therefore also be used with passenger trains. The main reason for their limited use on passenger trains was their low top speed. Most electrified lines had a maximum line speed of 100 or 120 km/h since the 1960s. The E 469.1 series locomotives were therefore too slow for passenger trains. Nevertheless, they could often be seen on selected routes in passenger train service.
In 1988, the series designation E 469.1 was changed to 121. Some vehicles also went to the Slovakian railway company ZSSK. Several machines have since been modernized and purchased by private operators.
