Even before the start of the Second World War, those in power recognized a significant need for tank cars for flammable liquids in order to secure supplies. The key during development was the economical use of raw materials. With this in mind, Westwaggon in Cologne-Deutz developed a type without a separate base frame, in which the head pieces were welded to the boiler.
In order to avoid damage to the boiler due to the tensile and impact forces that occur during operation, the lower part is of the boiler is designed as a trough, so it no longer has vertical boiler sections, as was previously the case. Around 2,000 examples of the two-axle vehicle, known as the Deutzer design after the developer's headquarters, were built between 1941 and 1944. While the first series of vehicles were delivered to private owners, military agencies such as the Air Force received the lion's share of further deliveries. Oil companies were clearly in the minority as recipients. The cars were all used by the state railway, which now only operates as the Deutsche Reichsbahn. After the Second World War, the private wagons remained with the oil association's successor companies; the state-owned wagons were transferred in 1951 to the Vereinigte Tanklager und Transportmittel GmbH VTG, which was founded on November 5, 1951. In 1953, VTG owned a total of 9,791 tank cars of various designs. In 1961, for example, a large number of wagons were outsourced to the industrial management company IVG to supply military locations with operating materials. These cars could be seen individually or in small groups throughout the Federal Republic well into Era IV. Private owners such as Shell, ESSO, ARAL and Texaco also used the Deutzer cars until Era IV. The last examples were withdrawn from the inventory around 1990.
