In the 1980s, the CSD and the DR decided to purchase dual-system locomotives in order to simplify the constantly growing traffic and operational processes in cross-border traffic on the Berlin-Dresden-Prague route.
The locomotive manufacturer in the GDR, LEW Hennigsdorf, was at full capacity at the time, so the Czech locomotive factory Skoda, which already had a lot of experience with such machines, was awarded the contract. The CSD series ES 499.1 and 499.2 were a good basis. However, the German power system 15 kV/16⅔ Hz was new territory. The double order included 15 BR 372 locomotives for the CSD and 20 BR 230 locomotives for the DR.
The universal machines were used in passenger and freight train traffic. With an hourly output of 3,260 kW, a top speed of 120 km/h was achieved. In Germany, the series is affectionately known as the "dumpling press", while the Czech equivalent is called the "bastard" in the neighboring country.
