The DB began developing control cars for long-distance traffic in the early 1990s. The first 75 control cars were created by converting passenger cars produced in Halberstadt.
After delivery of the first two series, PFA Weiden began manufacturing twelve pressure-equipped IC control cars. To distinguish them from the "conventional" version, these cars are referred to as Bpmbdzf 297.3. After the conversion as part of the "ICmod" repair, the vehicle number of the control cars was retained, but their designation was now Bpmmbdzf 286.3. The additional "m" in the type designation stands for modernization. All examples are still in IC/EC service in this version.
