From 1956, the ÖBB purchased 25 light baggage railcars of the 4061 series. These were equipped with a baggage compartment and a train driver's compartment and were designed for express urban transport on valley routes. This meant that it was possible to avoid having to carry a baggage car. Since the luggage compartment proved to be unsuitable for everyday use, the new series designation 1046 was introduced on 30 May 1976.
