In order to counteract the increasing demand in urban express transport and the associated capacity bottlenecks, the Austrian Federal Railways ordered the 4061 series of baggage railcars from the Vienna locomotive factories and the ABES company group (a group of companies AEG, Elin and Siemens-Schuckert Vienna). A total of 25 1,600 kW railcars were ordered in two production series. Since the luggage compartment proved unsuitable for everyday use, luggage was rarely transported in the 4061. This was one of the reasons why the ÖBB decided to classify the previous "railcar" as an electric locomotive. As of May 30, 1976, the new series designation 1046 was introduced. The 1046 009 was the only locomotive with an old Valousek design.
