In 1952, VEB Waggonbau Görlitz (formerly Waggon- und Maschinenbau AG (WUMAG)) in the GDR developed two- and four-car double-decker trains based on the LBE vehicles for the Deutsche Reichsbahn. Of the 39.9-meter-long and 76-ton two-car DB7, later DBz, Görlitz delivered only twelve units in 1955. They had 228 seats and 210 standing places. The four-car 73.4-meter-long DB13, later DBv, were represented by 152 examples in the DR's fleet. They offered space for a total of 906 passengers. The two- and four-car units were almost identical, the two-car units only lacked the middle cars.
As with the LBE cars, two individual cars rested on a Jakobs bogie, the doors were above the bogies. For axle load reasons, particularly when used on branch lines, the Jakobs bogies were three-axle, unlike those of the LBE cars. The car body was made of self-supporting all-steel lightweight construction. In terms of running technology, the vehicles were designed for 120 km/h, and in terms of braking, the permissible speed was initially 100 km/h. The units were delivered with Hildebrand-Knorr passenger train brakes, and from the start with automatic load braking (Hik-GP-A) due to the high proportion of passengers in the total mass.
The cars had two double doors on both sides with a clear width of 1.5 meters in the single-story area above the bogies. In the end cars there was also a toilet and a service compartment in the single-story area. Internal doors between the entrance and passenger areas were not provided for in the two- and four-part units. The windows on the upper floor were divided, the lower, vertical part could be opened with a crank. The upper third of the other windows could be folded inwards. The seating arrangement was 2+3 with half-height backrests; when the third class was abolished, the vehicles were reclassified as second class.
