With the electrification of the railway lines in Bavaria, the Reichsbahn also looked for electric shunting locomotives for its stations around Munich in the 1920s. The condition for the development of the new locomotives was that as many parts of the E91 and E52 as possible were used in order to make maintenance more economical.
From 1927, AEG and SSW delivered the E60 in three series to the Deutsche Reichsbahn. The locomotives were initially stationed in Munich, Rosenheim and Garmisch. Due to its appearance with the long and low front and the driver's cab at the end, it was also popularly called the iron. When delivered, the E60 had a HIIs2D scissor pantograph with two contact pieces, which was exchanged for an SBS 10 when it began service with the Deutsche Bundesbahn. In 1958/59 the locomotives were rebuilt and the most striking change was the addition of shunting platforms to the front sides. It was not until 1983 that the last BR 160 of the BW Heidelberg was decommissioned.
