In the 1980s, the DR purchased electric dual-system locomotives in order to simplify the constantly growing traffic and operational processes in cross-border traffic between the GDR and Czechoslovakia. Due to the lack of experience in the field of dual-system technology (GDR: AC voltage 15 kV/16⅔ Hz, ČSSR: DC voltage 3 kV) and the full capacity of the electric locomotive manufacturer LEW in Hennigsdorf, the machines were built on the basis of the ČSD ES 499.1 series. However, the Škoda locomotive factory had not yet built a machine for the AC system 15 kV/16⅔ Hz, so the parts of the AC section were supplied from the GDR. Due to the requirements of the ČSD, Škoda thus received a double order with 15 BR 372 locomotives and 20 BR 230 locomotives for the DR. At DB AG, the machines, with an hourly output of 3,260 kW and a top speed of 120 km/h, were reclassified as BR 180.
